Short description

 

The training focuses on acquiring and strengthening knowledge and skills regarding the Integrated Qualification System and the role of entrepreneurs in the system. Participants discuss issues related with the definition and the role and functioning of the European and Polish Qualification Framework, the role and application of Qualification Registry and Sectoral Qualifications Framework, and other related issues, and their significance for entrepreneurs. Moreover, practical operations are presented from the point of view of entrepreneur with experience in qualificaiton development. 

 

 

Programme

 

  1. Presentation of definitions used in the Integrated Qualification System: certification, formal education, non-formal education, results of learning, evaluation, certification institution, competences, social competences, qualifications, partial qualifications, full qualifications, market qualifications, coordinating minister of the Integrated Qualification System, Sectoral Qualification Framework, non-formal learning, skills, validation, knowledge, Integrated Qualifications Registry, Integrated Qualification System. 
  2. Integrated Qualification System – goals and tasks, the role of the Minister of Education as a coordinator of the Integrated Qualification System, Integrated Qualification System Stakeholders’ Council, Integrated Qualification System and the labour market.  
  3. Goal and functioning of the European and Polish Qualification Framework – practical aspect from the labour market point of view. 
  4. The role and application of the Integrated Qualification Registry, attribution of Polish Qualification Framework levels to qualifications, including qualifications into the Integrated Qualification Registry and review of qualifications functioning in the Integrated Qualification System, requirements concerning entities carrying out validations and certification of market qualifications included in the Integrated Qualification System, and eligibility rules to certify, assure the quality of validation and the certification of market qualifications included in the Integrated Qualification System, the role of entrepreneurs in the introduction of qualifications into the Integrated Qualification Registry. 
  5. The role and application of Sectoral Qualification Framework, Sectoral Qualification Framework, entrepreneurs’ participation in the tasks of Sectoral Qualification Councils. 
  6. Practical aspects of operations of the entrepreneurs with experience in the development of qualifications in the Integrated Qualification System – Polish and foreign practices. 

 

Target group

Employees of training and qualification accreditation institutions; employers interested in fair and honest evaluation of candidates’ qualifications; the representatives of business organisations interested in including qualifications into the Registry.

Labour Market Analysis Methods

Short description:

The training concentrates on the structuring and deepening of knowledge and skills in the rules and methods of labour market analysis, formulating hypotheses and their verification, sources of statistical data, conducting labour market analyses and research tools. All the elements of training concern practical aspects of labour market analysis. 

The training is in the form of  lectures and conversations with a direct participation of trainees, problem case study and practical excercises with the use software. The training is based on the rule of combining theoretical knowledge with practical skills of participants, which gives a chance to practice data analysis skills on real statistical data. 

 

Training programme

  1. Presentation of training and introduction of basic labour market analysis notions. Presentation of stages in research process (rules and methods of labour market analysis). Detailed presentation of formulating hypotheses and their verification. 
  2. Sources of statistical data. Classification of data. Variables, measures and ratios in labour market analyses. Research tools. Acquiring secondary and primary data (restrictions). 
  3. Practical use of statistical data analysis methods workshops. Practicing statistical data analysis with the use of a spreadsheet (descriptive statistics, synamics, structure, localisation, specialisation). 
  4. Practical use of econometric data analysis methods with the use of statistical and econometric software  – GRETL (trend, seasonal trend models, cause and effect model, qualitative variables model) workshops.
  5. Practical use of forecasting methods workshop. Forecasting longitudinal variables (naive methods, exponential smoothing, trend model based forecasting, cause and effect model based forecasting, forecasting errors).

NEW EUROPEAN COMMISSION REPORT:2015 Employment and Social Developments Review: Investing in people is key to economic growth

The Employment and Social Developments in Europe (ESDE) 2015 review reveals further positive employment and social developments in the EU. However, despite recent improvements huge disparities still exist between Member States, in terms of economic growth, employment and other key social and labour market indicators. Many of these disparities are linked to an underutilisation of human capital on several fronts.

The 2015 ESDE report looks at ways of tackling these disparities, focusing in particular on job creation, labour market efficiency, social protection modernisation and investment in people.
