Is it possible to find one, common but reliable index? And if so, what could it be? How fast unemployed can find a job or perhaps the percentage of people moving from temporary to permanent contracts? Do countries which record\u00a0 success in their labour markets have anything in common?<\/p>\n<p><!--more--><\/p>\n<p><span id=\"result_box\" class=\"\" lang=\"en\" tabindex=\"-1\"><span class=\"hps\">Experts from the Employment Analysis Unit of the European Commission&#8217;s DG EMPLO took on answering to those questions. In the <span style=\"color: #004882;\"><em>Employment and social development in Europe in 2014, Chapter 1. on the Legacy of the Crisis: Resilience and Challenges,<\/em> <\/span>they proposed an index refering to the efficiency of &#8220;Labour Market Institutions&#8221; (LMII),\u00a0 understood by the authors as 5 separate labour market instruments:<\/span><\/span><\/p>\n<ul>\n<li><span id=\"result_box\" class=\"\" lang=\"pl\" tabindex=\"-1\"><span class=\"hps\" style=\"color: #004882;\">active labour market policies<\/span> <span style=\"color: #004882;\"><span class=\"hps atn\">(<\/span>ALMP),<\/span><\/span><\/li>\n<li><span id=\"result_box\" class=\"\" lang=\"pl\" style=\"color: #004882;\" tabindex=\"-1\"><span class=\"hps\">unemployment benefits,<\/span><\/span><\/li>\n<li><span id=\"result_box\" class=\"\" lang=\"pl\" tabindex=\"-1\"><span style=\"color: #004882;\"><span class=\"hps\">lifelong learning policies<\/span><\/span>,<br \/><\/span><\/li>\n<li><span id=\"result_box\" class=\"\" lang=\"pl\" style=\"color: #004882;\" tabindex=\"-1\"><span class=\"hps\">employment protection legislation<\/span><span class=\"hps\">,<\/span><\/span><\/li>\n<li><span id=\"result_box\" class=\"\" lang=\"pl\" tabindex=\"-1\"> <span style=\"color: #004882;\">activation conditionalities.<\/span><\/span><\/li>\n<\/ul>\n<p>According to the authors of said report, the instruments mentioned above are the key to efficiently functioning labour markets and thus are the basis of the <a href=\"http:\/\/ec.europa.eu\/employment_social\/employment_analysis\/evidence_in_focus\/img\/LMI_index-scores.xlsx\" target=\"_blank\">Labour Market Institutions Index (LMII).<\/a> The spider chart presented below shows all instruments together and matches them with labour market outcomes. As one can see, <span style=\"color: #004882;\">Poland in 2012 was placed among the EU countries with the lowest rating.
